Filter>Liquify some blue lines might be a good option too, albeit time consuming...
 
True, sPECtre. I`ve also seen people clone stamp photos of smoke into shape, but it`s not very practical, either.

Sadly there is no simply solution for this. Personally I would stroke an existing silhouette and paint/smudge from there.
 
I'd tend to agree with G on this one. Paint around an existing photo and smudge the outline til you get the right effect you're after.


I did this up for fun. Just a quicky to test things out. Not a great example, but not really meant to be either. ;)

Anyone see a 'camel'?! hehe

Oh and i found this other example online too whilst researching how smoke looks.

That OTHER one is unrealistic what with the ultra blue colour an' all. :\
