This is done using SMUDGE tool mate.

Topaz effects for speed i suppose or you could go with the Photoshop built in tool of fliter/stylize/defuse, and or play around with smudge tool as explained.

you could probably do this with the reduce noise filter by lowering the detail options and high sharpness

i try smudge but i think that not come exactly, reduce noise filter is likely same what i want thankz to every one reply to this thread .....
