Looks like an instagram picture to me, like with that slight 70s vintage effect

-Open the picture you want to change in photoshop
-Duplicate the picture
-On the new layer, use this tutorial: http://www.psdbox.com/tutorials/instagram-quick-effect-in-photoshop/
-Once you done, play around with the opacity of the "edited" layer until it meets you satisfaction
