I try to my photo look like photos on the picture.
Any sugestions.

I don't understand what your asking. do you want to know how to draw the characters or how to do the colour overlay

How to do the colour overlay.

there are several options create a new layer above the image fill with a colour and lower the opacity and fill
2nd way would be to go to image >adjustments >photo filters and apply a colour
or go to image> adjustment >colour balance and tweak the colours up
or image> adjustment>hue saturation tick the colourize box and play with the sliders
