How can I do this photo effect in photoshop? can anyone help me out?

Look at the actor and actress image ... how can I do this by photoshop?

Hello thanks for the help. I wanted to know the effect name. Now I got it . Its may be Topaz effect.

So is this one the same effect? but how can I do excatly same as it is? can anyone tell about it?

I have seen those links and those effects are too strong. I want to create similar this one. how can I do this?

yes pretty much but obviously it is not as strongly applied easier way to do it is to do the effect strong on a duplicate layer and then just lower the opacity of that layer until you like it. There is a video tutorial showing how to do it in the thread without topaz plugin.
 
Also, remember that Topaz has 12 filters I think. So it is more appropriate to call one Topaz Adjust or Clean, etc. Also, as you may have seen in the discussions, it usually requires more than one filter or other adjustment and maybe other manipulations, blend modes, etc., to complete the entire effect. Few things are a one stop shop.
