well, it is a gif, so you'll have to create multiple layers and turn them off and on in the animation pane...then you can set the time the programme scrolls between the layers to give the effect that the hair and jacket are moving.

find a scene in an anime you like, download the video.
find a program to view it's individual frames
copy a few frames,
paste them after eachother in photoshop
cut to the desired size
save for web, .gif
