LOL... too late for me.. oh well...

Create your text layer over image... add outer glow effects.

Create new layer and add shape with fill color.

create clipping group... ALT+ click line between text and shape layer.

duplicate shape layer and move . REPEAT step several times.

Create Animation frames in timeline.
