How to create this effect?

take your image go to image > adjust > desaturate
create a new adjustment layer solid colour and choose a blue or whatever colour you desire and set the blending mode to overlay and adjust the opacity as you desire
Then duplicate your face layer go to filter > sketch> graphic pen adjust settings to however you like apply a layer mask paint in where you want the graphic pen effect and adjust the opacity.

Draw it> pen tool for birds or use a brush> overlay a light blue> Ctrl+ L> play around> done.
