How to convert a photo to this type of image?

My aim is to convert a photo A to photo B as automatically as possible. I only need 3 colours and the contours to be displayed.

Is there a tutorial, a tool or anything to do this?

Iv'e learned that many things are possible, but I'm not certain about this process. I'm not aware of any automated process in Ps for this technique....................but hopefully someone else may.
