How to change image scale

I have image scale 667 x 1000 px.
But I need scale 250 x 330 px.
I use Image size , not choose Constrain Proportions but image looks strange.
Can anyone help me how to scale it ?

Didn't quite understand what exactly you did in the image size. Can you post a screenshot of the Image Size window and let us see where the selections went wrong ?

If you scale down your image proportionally from 667 pixel to 250 pixel height, your width is 375 pixel instead of 330 pixel. You have to cut off 45 pixel, spaced out evenly on both sides image size of your image. Hope you have enough background.
