How to add old newspaper text

I want to make something like the image below in photoshop w/ my own photo but I dont really have any idea how to do the scattered newspaper effect with text over it ?

is there any way i can make the scattered newspaper effect in photoshop itself or do i need to source it from elsewhere

any help is appreciated

Yes

In your open Photo document. (I'm using a white BG and not a photo)
Create a new layer.
With the Type Tool, add the text in the size style and color of choice.
Set this layers Blending mode to "Multiply".

Create a new layer below the Type layer.
Use the Rectangle Tool (U) to create a rectangle around the text.
Set the rectangles color.

Since the rectangle is a shape, it has a path.

Use the Direct Selection Tool (A) to manipulate the path. Make it look uneven or cut out.

Add a "Pattern Overlay" and a "Drop Shadow" using a layer style to the rectangle.

Once done, Group the Text layer and the rectangle layer.
Repeat these steps for each "cut out" word.
In groups, you can then move and position them (with free transform) where you want them!

You can tighten the drop shadow and increase it's opacity.
