How to achieve this "dot-printed" kind of look in Photoshop?

I'm trying to achieve this look (for the TEXT and the BACKGROUND color) through Photoshop, but I can't seem to wrap my head around it.
Note the example is an actual print.

I thought that might be it, but looking at this other picture right here, is it really halftone? It looks different from the tutorials I saw on YouTube.
