How is this photoshop technique done

I have often seen this technique done around the web and want to learn it myself. I was wondering if there was a filter or action that does it.

This is what I mean: Take a look at the faces and see as though they are kinda like Tussauds wax works.

But first of all you need a very well shot photo. All of this shots are done with studio lights. If you apply this technique on a family / holiday photo the result wouldn't be the same.
