hello everyone ! I have photoshop version 21.1.2 below is an image someone photo shopped & i would like know how it was done. im still in the beginning stages . ive tried looking it up on youtube & the web with no success.
a link to a tutorial or video or any step by step instructions would be great. thank you so much.

Are you thinking of something like this?
If so, one way is select the subject and copy this selection (subject) to a new layer above, activate the lower layer and apply blur to whatever level. Activate the upper layer (your subject). You can do the same for the jersey, helmet, whatever.

There are many tutorials out there for help with making selections, adding/changing colours, etc. in Photoshop.

Hey Dave.

There are few different changes going on in your example "comparison" image. Which change are you referring to? The background, color and new numbers added to the jersey, and the helmet were changed in the left photo.

There are specific techniques used for each. Let us know which one you're interested in learning.
 
Great! Let me get you started!

Obtain an original photo in hi def. This is a screen shot of a large (3233px x 2190px @ 72ppi) original image.

Step 1. Isolate the subject.
I used the Pen Tool to create a path.

Make a selection from the path....

Create a layer mask.

Duplicate the layer, right click and apply the layer mask. Turn off the original layer masked image layer.

Step 2. Isolate the jersey.

Make a path of the top of the jersey and helmet with the Pen Tool.

Convert to selection...

Add a layer mask... off with his head!

Don't forget the arms and waist!

Add to layer mask by filling the selection with black.

Step 3. Remove old number and logos.

Once again duplicate layer, right click and apply layer mask.
Add a new layer above that and name it "whatever you want".

Only on the new layer! Use your Clone Stamp and Brush Tool to clean up the jersey.
This may take you awhile.

Here's the layers panel. Although I have not included it in previous screenshots, the original background layer is still there.

Step 4. Changing the color of the jersey.

Select the top two layers, duplicate (Cmd/Cntrl + J), and then merge (Cmd/Cntrl + E).

Turn off the "layer 1 copy", "layer 1 copy 2", and "Clone stamp layer".
Select and group them.
Add and clip a Hue & Saturation Adjustment layer set to "colorize", and adjust to the color you desire.
I did forget the red stripe on pants!
