Hi everyone,

Attached is a image, I am making a replica with different people, I have it all done apart from the effects on the faces.

Can anyone help me? What effects are on the people and any tut would be very helpfull. horselips-aliens.jpg
 
Looks like a threshold filter with the white removed selectively and a color layer substituted. If the image is made into a smart object, you will get a filter mask on which you can paint to vary the amount of the image that is affected by the filter, essentially varying it's opacity down to zero. Which you could also do with an eraser, but the mask is nondestructive.
 
yvwc. I hope it was what you needed. There are a couple of other ways to achieve this or similar results, but threshold is probably the easiest and most straightforward.
