How i can do this with "Gradient Tool" ? or any another easy way ?

How i can do this white layer sides example : opposite %30, middle %70

Easy, create a white rectangle and lower it's opacity to 70%.
Add a layer mask to the rectangle layer
Use the Gradient Tool set to Foreground to transparent preset, then add the right and left gradients while holding down the shift key.
