Hello adammc and welcome to PSG :)
I presume you are talking about the graphic in the Flash Header, (looks again) yeah you must be.
Looks to me to be a composite photograph with added text and as Evil Nemesis pointed out a mask.
All of these thing are very do-able in Photoshop. The edges of the mask have been roughed up with a custom brush by the looks of it. All of these graphics have then been exported to Flash for the animation.

This was done in Illustrator. very simular to the effect you're looking for (the red banner) using Illustrator brushes applied to a rectangle then a graphic style applied to that. Copy from Illust. into Photoshop. Place the photo where you want it, over the banner press ctrl + G to mask the photo. It'll take the shape of the banner's ragged edge. There are many brushes on Illustrator that'll give that ragged edge look. If you don't like the 'graphic styles, make the border and fill, black and do something in PS to your liking. If you don't have Illustrator.......some other, less expensive vector apps? can do the same thing. Xara Extreme for example. You can demo them both.
