How do you put an outline around text in Photoshop?

I want to have white text with a black outline. Last night I found an answer - use Layer Style->Style Settings. That worked. Today when I try it, Style Settings is greyed out. Why

Here's exactly what I'm doing:
- Create a new transparent background
- Add a new layer
- Add white text to the new layer
- Still focused on the new layer, select Layer and Layer Style, but Style Settings is greyed out. All that's available is Hide/Show all effects toggle, which doesn't appear do anything.

How was I able to do this last night but not today?

Help is appreciated!

I think your text layer is locked. See if there's a lock icon on the layer...

Thank you for responding! When I look at the layer, I just see an eye and a paint brush. I can click on the lock icon above the list of layers, and the lock will appear on the selected layer. When I click on it again, the lock disappears from the layer. In either case, I can't get to the layer's style settings
