How Do You Make Images Like This?

It's unlikely the original image was done in Photoshop - it really looks like it was done on a heavy-duty CGI generator.
If you mean the intense color, you can imitate it by first increasing the contrast until you start to see ghosting, then backing off a little. Then increase the shadow and highlights until you get the harsh light effect you see. Then mess with the color mixer, increasing the red until it pops and decreasing the saturation of the other colors.
It's really just fiddling until you find what you're looking for. Good luck!
