How do you create this photo effect?

I have been starting photography and cs5 and I came across this picture and the way it was edit really interest me. Can anyone care to help on the process of making this photo effect?

Make Solid Color layer over image with some color (in that case RGB(227,227,219). And set it's Blending Mode to Darken.
 
Its all the smoothing, glow and change in color of the photo. do you consider tye edit a vintage effect or is that called something else?


Thanks D for the tip. and i can't really ask the photographer..based on assumptions, im sure many professional photographers don't like sharing their techniques with amateurs photographers cause thats where they make their money? correct me if im wrong im not saying all but a good amount. So thats why im thankful for finding this site.

It's not a secret..... That's what you call BOKEH EFFECT (In Japanese - to blur) - used in photography through differences in lens aberrations and aperture shapes to render out-of-focus areas of an image. Manual airgun retouch is also applied.

It can be created in Photoshop.
