So you have to be in perspective selection tool to work that's my problem....... thank you RT
I did a search for perspective but I didn't come up with that, awesome! thanks again

Depending on what you're doing, you can also use the Free Transform tool. Grab a corner and move just slightly, then hold alt+shift+ctrl (or Mac equivalent).

where's the free transform tool? I want to shift a layer I painted to almost as though it were a floor. that sounds quicker
