How do you arrange pictures like this?

Take 10-20 square pictures and arrange them in a pinwheel shape.

I'd just go edit->free transform, and then careful input into the rotation box. You'll just need to take 360/# of pictures, start at 0 and add that number onto the rotation value of each successive photo .

so for 10 photos it'd be 0, 36, 72, 108, 144, etc. all the way around to 360.
