how do I turn this image, into this one?

How can I make this image

I want it to have that faded/retro/vintage/watered down look just like the second picture? I feel like a lot of the "vintage/retro" tutorials work for photos, but not images that aren't photographs like this.

you can select the colors you want changed on the green and orange image and change them and use the other image as background,(just increase it's size to match the other) I just did it real quick, 4 minutes probably

put the blue image bottom layer, set the size select your areas, copy paste,over green gator, here is what I did just to see what was involved. Where it says FLgators, i just used the smudge tool (this is far from complete but it may give you ideas.
