How do I make this frame/border effect?

The way i do it it's using shapes and selections, is not that difficult actually
just fill selections or shapes whit solid color or a gradient, and contract the selection and do the same whit another color and so on, later apply some layer styles to add effects to it, also changing opacity if necessary
you ca use the pen tool also if customized shapes is needed
