How do I make a photo as HD as possible?

Hi everyone. I posted this photo in my previous thread asking if anyone can help me lighten the grey background and reduce the noise. Now that I have gotten my copy that I like, I am wondering if it is possible to make the photo more HD. I am looking to get this image professionally printed about the size of 38" x 32" therefore, I want this to be as high quality as possible. I saved it as a JPEG and I'm not sure if that was ok or not. I still have the PDF if it requires me to save it at a different setting to preserve its quality. Any tips? Can anyone help make it more HD - if possible? Thanks

Note: This is the largest size of the image I have. I'm scared to make it any larger because I think it will reduce the quality. Is it necessary to make it larger for large printing purposes?

I feel like in some ways, the original photo looks to be more HD because of the noise I think =S
 
If that didn't work, I've enlarged it to 38" heigh by increasing the size by 10% increments. Duplicated the image and added gaussian blur and then masked out the edges of lines that deeded to be sharp, and then feathered the mask edges.

I made it 300 ppi, as the printers will only usually print something so large it at 300 dpi. The reason for this is the bigger the image, the further you have to stand away from it to look at it. Billboards at the side of the road are only usually between 40-80 dpi.

I'm sorry for asking again. But are you able to enlarge the photo like you explained for the original copy (keeping the noise) as well? I decided on printing both to see which I like more on my wall. Both will be 38"x 32" most likely. They will be the same size. Thank you so much in advance. Again, I apologize for asking twice.

If they are printed at 38"x32" you will have to crop the image or make it wider, as the width of the image kept as the same aspect ratio as the original, will be about 25"-ish. So I'll just wait to see what your plans on the matter are before doing anything else.

I've decided on 32" x 22.5" Just finished my measurements and everything.
Is what I have currently ok then?
