How do I made a photo one solide color, similar to sepia, but custom color?

Gradient map.

You could try gradient map. It's an adjustment and will automatically use your foreground and background colors. But it can take some fiddling with color and blend mode to get this to work. I think you might find a hue/saturation adjustment layer easier to use.

I would go for Hue/Stauration as well. Sound the most easy to me.
