how can i get effects like in this picture in my images?

look like filter being used to me.
you may try it just in ps adding saturation and contrast, combined with some hdr sharpening.
use history brush to retrieve the parts you don't want to be edited, like the grass in the front.

hard to tell what "effect" you're talking about until we've seen what the original is...
just looks like the pic was played in CameraRAW with the "detail" and shadows up-ed
