yep got to love the topaz range of plug ins. possibly also Alien skin snap art could be anther options.
 
My favourite as to be using my pen and redrawing the whole image with smudge and blur effects, a couple of layers with varying other effects finish with a sharpen and bobs your aunties sex changed uncle.
