How do I get a black outline or background around text?

the black out line around the text is called a stroke once you have typed your text right click the text layer in the layer panel and select blending options. your last option is called a strok click that and it will stroke a line around your text then just adjust the colour and size or even opacity.

the black rectangle at the bottom just use the rectangle marquee tool click and drag to the thickness you want, when it is in the right position you select the paint bucket tool and fill it in with the desired colour. then you can add a text layer on top of that layer

Do you guys know what that text is? I thought it was badaboom but after doing a test, it wasn't.
