How do I do this STEP by STEP?

I would loke to create this in Photoshop.
How do I proceed?

I would say the pen tool would help, short of doing a tutorial which I stink at. I would look up pen tool tutorials and get drawing or cut it out and duplicate it

I will give the pen tool a try on a 2nd layer but but I think I may have difficulty keeping the edges sharp!

I can use the pen tool (selecting the ellipse option) then rotate and distort the ellipse.
Then I can duplicate it, move and distort it but then all my ellipses are on different layers.
What can I do then?

Save it as you want, merge layers not sure depends on what your doing with it

This can be done in PhotoShop using the original as a template (layer 1, opacity at 50 or less and layer locked) and using pen tool or brush in quick mask mode and just doing a solid color fill.

OR...

Use Illustrator...cuz that's what it's for! : )
