Hi -- beginner PS user here, I am redesigning a CD cover I mocked up on Canva, but can't figure out how to do that rectangle. I can create the shape no problem, but not sure of the color and opacity. Any ideas? I thank you for your kind assistance!

Hello and welcome to PSG.

On a new layer above the image layer, just make a white rectangle and lower it's opacity to 40%.
