How do I create this effect?

it look slike a smear or wind effect and I have a picture that I would like to use that I would like to make look similar to this one.

The bottom layer is the pattern, and the face is on a second layer. This second layer also has a mask on which you can paint with brushes or apply a lot of filters to as it is, in fact, a greyscale image that tell photoshop which pixels must be completely transparant (black) or opaque (white) or partially transparant (lighter grey is less transparant than dark grey).

As for the pattern: you can create a brush for this and drag it horizontally while holding shift.

a quick example:

first comes the background with clouds and wave filter, then levels to darken (could be your stripes pattern)
second the second layer: a poser figue (could be a face like your example)
third I show the mask I applied simple brush drawing at reduced pressure)
fourth the resulting image.

Wow! Thanks for your help, very informative. I was not aware of being able to drag a brush with the Shift key.

After what you told me and looking more at the image, I can see how the design was made. I'll try this when I get home tonight and post my results.
