How do i create the dark transparent layer ?

Hi, Im new to photoshop and using sc6.

How do i create the dark transparent layer on this image ?

I have used a gaussian blurr on the background layer but dont no how to accomplish the rest.

Thanks in advance for any help
 
You could place a black layer above the original and lower opacity.
 
pauls got the easiest way, by creating a new layer and turning it black, you can then apply the transparency effect and slide it until you get the result you want.

Works equally well for a white layer to fade images out
 
What is the usage of this image? Is it one image in a block of images with different color screens applied for some overall effect? I don't understand the purpose of greying this out and making it look dull and even more blurred, without removing that greyness selectively from some part of the image to make it pop - like the guy and his orange shirt for instance.
 
Hi thanks for the comments guys, The purpose is to have a banner similar with text on top of the front layer.
