How do I achieve this popular effect?

I really appreciate you all for reading this. On twitter and other social media sites, NBA pictures such as the ones below pop up everywhere, but no one will answer my questions on where exactly they originate or how they are created.

I cannot find a way to edit my post, nor could I understand how to upload more than one attachment, never the less the above image is a good example of what I wish to achieve. It's like an HDR, sharpened detail look but when I try to use the HDR settings in photoshop It doesn't come out anywhere near as clean. Can you help?

Yep, more than likely a Topaz filter. I would guess Topaz Clean
