How do I achieve this HD/Shiny/Amazing Photo effect?

Hi, I recently found this flyer, and I love the effect on the photos. I've seen the original photos used on this flyer, some were very low quality and pixelated, but on the flyer they all look shiney and hi-def.

I don't know what words are correct to describe the effect happening on the poster and specifically in the photos, so I don't know how to look up how to achieve it. Does anyone know what the effect is called? And how I can achieve with my photos?

each image has been individually retouched , color corrected and then they added a warm tone similar to all images, there's not a quick way to do it , but if you want it the easy way then there are film effect plugins for photoshop.
 
I tried a HDR filter but that made the smaller images look much more pixelated. Is there a way to lower pixelation to get that smooth skin effect?
 
make effects on the separate upper layer then erase brush the effect off from the areas that you want to preserve original.
alternatively use the history brush tool.
 
they are retouched.. You can do a few retouch effects in about 10 minutes or you can spend 10 hours retouching 1 photo! It's a fun skill to learn. YouTube is riddled with retouching tutorials! Check 'em out

Once you've retouched your individual photos of people/characters/etc... Use adjustment layers (curves, color balance, hue/sat) to match the color tones and blend the images with the chosen background
