How do Europeans buy Photoshop?

So, I'm from the EU and I'm trying to buy Photoshop.

On Adobe's website, I chose my nationality and I'm now trying to register. Among countries, I can choose Canada, Mexico and the US.

So what do I do?

I tried to call Adobe, but I got an error message on the phone - and I can't mail them.
