hello and sorry for this weird question, but how did i do this??? I am really quite shure there was a plugin that did this circle-effect but now i dont find it. At all. So yeah, if anyone sees this immediately - please tell me:)

The easiest way is to make such a pattern yourself in PS is to use filters / sketch / halftone pattern. As I recall, this should be available in all versions of PS since at least CS1, and probably even earlier. Adjust to taste. Attached is a screen shot and one of the possible patterns this can produce.

You can also simply google {photoshop concentric circles} and find:

1) pre-made images - eg, http://jimiyo.com/2010/concentric3.jpg

2) using the rectangular to polar tool - http://www.mintees.com/resources/2716-easy-concentric-circles-in-photoshop

3) actions to do so, etc.

There are many, many easy-to-find ways to do this.

FYI,there also are programs to create non-equally spaced concentric circles called "Fresnel Zone Plates". Personally, I find these a bit more visually interesting. These vary in spacing from wide near the center to narrow (far from the center). Just Google {zone plate generator} and {zone plate creator} and take a look at:

These patterns are used in a form of pinhole photography that doesn't require such long exposures that has been recently "rediscoved" by amateurs.
