How can I make the white "reflection" like in this icon?

On a new layer, use the Pen Tool set to path, outline the area, right click, make a selection , feather the selection, hit OK. Fill with white, lower layers opacity to taste.
When you do it this way, you can always edit the path if needed.

With the Pen Tool make a path. Use a soft brush with control set to Fade. On a new layer stroke the path.
