I have a picture of my little girl, well. I brighten up the picture and she has beautiful blue eyes that I want to stand out. How can I make her eyes stand out, make them more blue.

If what I'm asking doesn't make any sense, I can find some photos to show.

nevermind guys, I figured it out. I used the Color Replacement Dropper on the left toolbar. Her left eye looks kinda off to me. But it's my first attempt. Any suggestions on making a better photo please feel free to comment.

Just gave that a Go, Still seems off.. Like the top eye is much darker and the bottom is brighter for some reason.

you'll needc to post the before picture so we can see what it started as. try levels filter on bottom eye.just a suggestion

Her eyes in this picture weren't blue yet, but finally turned a pretty blue color.
 
The blanket is bouncing more light into the bottom eye which is why it lighter.
Anything you do to both eyes at the same time will show that difference.
Try using the burn tool on the bottom eye over all and rebuild the pupil. it's washed out.

See if that helps.

Alternatively to the burn tool, you could just color correct them separately with a curve adjustment layer. The burn tool may be tricky to get right, and you permanently alter the image with each stroke. A curve on an adjustment layer is nice because you can go back and change it as much as you want.
