Mainly I would use the Clone Stamp Tool to get rid of repetitive cloud structure. Mind you, my example was quickly thrown together so I didn't clear up the repeats. I was just conveying and idea..................this may not be the way the original artists created this effect.


You can also borrow and move/rotate. Use any of the functions of Free Transform. There's also no set rule that states you have to use only one cloud image, use several if needed. I think this was done in the car image going from darker clouds to lighter ones in order to create depth through lighting.


You need to go through some of the tutorials I linked you with for ideas.
