Specific How can I make a cloud portal?

Open an image.

Flip it upside down.

Use Polar coordinates to warp.

Set up a grid and copy the half you like.

Reverse it and move to the other side.

Merge the layers and use free transform to remove the distortion and make the center roundish.

You can again copy half of the image and place it on top. (too much symmetry for me though)

Then you can add a layer mask and place the "cloud portal" on any background. Add another cool effect in the center if you want.

Note: quickly done for example

Thank you,

How can I also clean the edges for the clouds to make it seamless, smooth and unsymmetrical like in your quick example and the portal example with the car?

Mainly I would use the Clone Stamp Tool to get rid of repetitive cloud structure. Mind you, my example was quickly thrown together so I didn't clear up the repeats. I was just conveying and idea..................this may not be the way the original artists created this effect.

You can also borrow and move/rotate. Use any of the functions of Free Transform. There's also no set rule that states you have to use only one cloud image, use several if needed. I think this was done in the car image going from darker clouds to lighter ones in order to create depth through lighting.

You need to go through some of the tutorials I linked you with for ideas.
