How can I get this effect on a portrait?

Hi all,

Does anyone know how I can achieve the desired effect seen in link 1 and 2 below, on a regular greyscale portrait? I thought it would be easy to do it in the Filter -> Noise effect panel, but I can't get it right. Any suggestions?

In PS, try Filer > Sketch > Reticulation
I also usually use filters on Smart Objects instead of pixels Layers to allow changes to the adjustments without degradation.
