How can i get next photo effect?

I really like the lightning of next photo and what is the best and easiest way to create that effect?

I would have a guess that the original pic has a lomo effect on and then add the lighting effect. to achieve the lomo effect take the original layer add an adjustment curves layer and perform a slight S shape in Red and green channel and a reverse S in blue channel

I would have said a burn then maybe a screen pass with a new layer, then just tweak here and there using saturation maybe, i don't know but that's how i would attack it.

What do you mean with "burn" and how can i "burn" it?
 
done by a burn tool, if you can't find the burn tool, click on a tool (left of the screen mostly) with a little triangle and hold your click, it could be hidden under the 'dodge' tool, there was another one that could be above but i can't remember
 
actually if you look at the image what they did was duplicate the picture and converted it to black and white then they applied a layer mask and added back the model with colour and then I would say duplicated the laye and put the blending mode to colour dodge

I can't find the burn tool and i did what you said.. :s

click on one of these symbols you can find in your tool bar and hold your click, then select burn tool :)
PS: burn tool is usefull for dark stripes making it come out much more
 
it is not what you want really but the icon above pen tool right click it and you should see burn tool
 
and I will go and let Burned Ice finish off this tutorial but I would suggest if your going down the burn tool road to a duplicate the image and b duplicate it again and put it on colour dodge mode then use the burn tool to rescue some detail
 
Ok i found the burn tool but like Hoogleman said.. i tried it but it's not actually the effect i was searching for..
 
i think you will find it may have had a 3rd party plugin called simplify by topaz as well go to their site and download the trial
