How can I do this(more quickly). Sort of 16 bit effect.

Hi!

I am trying to replicate the following pictures. What I want to do, is take an image of a city skyline, and make it look like it was from the classic streets of rage games. The video game pictures below are from streets of rage. Take a look at the city buildings/skyscrapers.

How can I do this as quick as possible? I was hoping there was another way than creating rectangles and making rows, then duplicating those rows! Plus it's really hard for me to see a city design like these in my head.

I also would like to take an image of New York for instance, and make it look exactly like the streets of rage buildings. How can this be done? Thanks for any help!
