How can I create this filter in Photoshop?

give me a photo to apply it to , I will give it a shot and then explain to you how I did it

To get this I added a custom vintage look from alien skin exposure plugin adjusting curves to get the right colour, I then added a white layer with 10% opacity and a vignette on a white background with 10% opacity + a dark vignette very mildly, lastly added some grain and scratches to the photo.

I noticed the top one you linked had the best effect I think thats down to lighting though hope this helped

it is done using a technique called cross processing manually done using curve adjustments and then tweaked brightness and contrast
for best results you adjustments by the channels not the rgb channel reduce the center line from top right corner down towards the middle a tweak upto 1 whole square on the grid and on red and green channels do a slight shape on the curves line then do a brightness adjustment and possibly a cyan or yellow ish photo filter for the more vintage effect or you can get many vintage actions or plugin filters / cross processing here is a quick mock up using curves but you have to adjust it and tweak it to every image so no easy way to explain it

I also did a basic video on youtube for it only very basic and also very different from peoples personal preference
