These all roughly have the same effect I believe and am wondering what steps I need to take to do this in Photoshop. Thanks!

Hi there,

Not an expert on this technique but... I would Have a look for some soft focus tutes and have a mess around with the colour saturation levels a bit. have you got any examples you want to use this efect on?
 
The background effects on images 1, 2 and 5 is known as a BOKEH EFFECT. ... normally seen in photography work. The word is derived from Japanese boke a noun form of bokeru "become blurred or fuzzy" Thus, it's like an exaggeration of the blurred part of an out of focus image.

It can be done in Photoshop , a favorite effect I use in some projects I've done for clients. I'm not sure if images 3 & 4 qualify as Bokeh but probably is.
