That effect is achieved using a filter called "fractalius"
The effects are based on extraction of so-called "hidden fractal texture" of an image
Fractalius: Photoshop plug-in for eccentric graphic effects
*Note.
This filter only works on the PS 32 bit version not in 64 bit version
