How can I achieve that dotted texture?

Hey guys, probably a newbie question, but do you know how to get this effect? (I'm not talking only about the dotted pattern, but also the texture added to give it that kinda printed material)

A color layer....


A black Scatter Brush layer set to hard light and opacity to 25%......


And layer effects to the color layer.
A yellow color overlay (for tinting) set to multiply and a pattern overlay of white dots.......
