Illustrator How can I a black and white (not greyscale) dithering/halftone effect?

Hi there everyone,
I'm going to use a laser cutter to create a seemingly greyscale image of this.
[My account is too new to post links :( Just google "world map topography" and imagine a greyscale image of that without the ocean]
The only problem is that the laser cutter only accepts vector images of only black. I was able to create a black and white halftone of the image in Photoshop, but not Illustrator. I tried bringing that raster image into Illustrator and doing an Image Trace on it with various custom settings, but it kept interrelating the image and removing the fine details.
Pretty much, I'm trying to create something like this
[google "newspaper dots." it's the 7th image of a beauty pageant girl]
with my image where every little dot is a vector circle.
