I'm new to Photoshop and I need advice. I am working on a picture which uses many layers. My question is this: If I want to color-balance the picture, how do I do it with all these layers? Do I have to merge these layers to get it done?

What version do you use?

There's no need. Just apply an adjustment layer to the lop layer of the image. This will affect all the other layers beneath.
